THE CHALLENGE: overcoming bureaucracy in agriculture
The city of Harmonia, located in the Brazilian state of Rio Grande do Sul, faced a challenge common to many public administrations: managing agricultural incentive and subsidy programs through paper-based processes and manual reporting.
This lack of agility, combined with complex bureaucratic procedures, made it difficult for farmers to access benefits. At the same time, the municipal administration struggled with inefficient controls and a heavy operational workload.
THE SOLUTION: ATLANTAR’s integrated intelligence ecosystem
To address this challenge, the municipality partnered with ATLANTAR’s integrated intelligence ecosystem, which combines technology, branding, culture, and digital growth.
Rather than simply adopting a new software tool, the project was developed collaboratively across ATLANTAR’s different business units.
This ensured the solution was strategically aligned with the city’s identity while remaining accessible and easy for citizens to use.
STEP 1: strategy and identity
BD&co., the branding and design arm of the ATLANTAR ecosystem, led the development of the project’s brand experience and user interface.
The goal was to transform a government tool into a user-friendly product that citizens could easily adopt. Guided by the principle of creating connections that generate value and relevance, BD&co. designed the visual identity and interaction experience with a minimalist, functional, and elegant approach.
As a result, even users with limited digital experience could navigate the application intuitively.
STEP 2: technology and execution
With the strategy and visual experience defined, SPO Tecnologia, ATLANTAR’s technology and AI division, developed the Bônus Harmonia application.
Using its Discovery methodology and a robust technology architecture, SPO digitized the entire incentive distribution process, which had previously relied on paperwork.
The platform integrated software and data intelligence so local businesses and farmers could manage and redeem incentives in a fully digital and secure environment.
STEP 3: culture and implementation
The ecosystem also ensured that technology adoption translated into real impact by focusing on people engagement, one of the core pillars of ATLANTAR Culture.
Hands-on support and training for municipal staff enabled a smooth transition from manual processes to a fully digital workflow.
THE RESULTS: real impact on the local economy
The integration of ATLANTAR’s capabilities delivered a comprehensive solution that transformed how Harmonia manages agricultural incentives.
The results speak for themselves:
- Financial impact: in its first year alone, the Bônus Rural app generated more than R$1.5 million in incentives circulating within the local economy.
- Administrative efficiency: replacing paper-based reports with digital data reduced operational costs and increased transparency in public administration.
- User satisfaction: Antonio Kunzler, Deputy Mayor and Secretary of Agriculture of Harmonia, highlighted the ease of use:
“It truly made our work here in the department much easier. Tasks that used to be complicated are now simple and fast. No more paper reports, everything is digital, which brings more efficiency and practicality.”
The Harmonia case demonstrates ATLANTAR’s strength as a strategic partner in digital transformation. By combining BD&co.’s strategic design expertise with SPO’s technological execution capabilities, the ecosystem delivered modernization, social impact, and economic development to the public sector.
